The purpose of the role:

 

To manage implementation of learning programmes aligned to skills development regulations and the execution thereof through effective engagement with all stakeholders in line with BANKSETA’s strategic objectives.

 

Main Responsibilities:

 

Management of Learning Programmes

 

  • Develop the learning interventions strategy and operational plan aligned with the BANKSETA Annual Performance Plan and Strategy.
  • Conduct business planning by identifying activities to be conducted annually and develop engagement plan.
  • Ensure that all functions in the department are aligned with the developed operational plan.
  • Ensure that all staff are aware of the operational plan.
  • Develop set performance measurement mechanisms and ensure the implementation of these through the operational plan.
  • Develop procedure documents as and when required.
  • Review current policies and procedures and make suggestions for changes.
  • Monitor progress to ensure successful implementation of plans and achievement of targets.
  • Produce relevant information reports according to requirements and timelines
  • Prepare and submit reports or ad hoc reports as and when required.
  • Manage the communication flow between the different functions in the department and across functions in the organisation.
  • Support the training of staff within all systems, policies and procedures to minimise non-conformances.

 

Implementation of Learning Programmes

 

  • Manage the relationships and contracts with identified partners and service providers.
  • Facilitate and maintain effective stakeholder and business relationships through appropriate relationship building, networking and reporting activities.
  • Manage the Discretionary Grant Funding Window and the Supply Chain Management processes and ensure that quality services are sourced within all set agreements and legislative requirements.
  • Manage and track Service Level Agreement (SLA) with stakeholders
  • Ensure the provision of learning programmes and project management advice and support to the service providers and institutions that are responsible for the implementation of the learning interventions.
  • Investigate problems and find suitable solutions.
  • Manage the registration process of learners for each respective learning interventions and ensure the accuracy of documentations submitted and reported on.
  • Ensure the verifications of the submitted documentation.
  • Manage the vetting of learner and service provider’s documentations.
  • Ensure that the stakeholders are meeting all the criteria to implement the learning programme.
  • Ensure the management of monitoring of learners and their progress on learning interventions implemented.
  • Ensure that payments of discretionary grants are aligned to SLA and payments are paid timeously to ensure prompt delivery of learning programmes.
  • Ensure adherence to the SLA that governs the relationship between the stakeholder and BANKSETA.
  • Ensure the development of site visit schedules for monitoring and evaluations of learning progress.
  • Manage the verification and vetting of regional site visits reports.
  • Ensure the monitoring and evaluations of the learning programmes implemented in line with the BANKSETA policies, systems, governance processes, compliance and risk management.

 

 

Financial Management

 

  • Give inputs to Finance regarding the development of the annual budget.
  • Manage costs against approved budget
  • Take full responsibility for the financial resources within the area of accountability.
  • Establish and implement procedures for the prioritisation of revenue critical functions.
  • Manage and check that payments are made to suppliers within set requirement.
  • Review and monitor the commitment schedule and performance information register monthly

 

 

 

Human Resource Management

 

  • Sets performance objectives for team by cascading of Corporate initiatives into        individual performance contracts.
  • Ensures that all employees have signed performance agreements.
  • Monitors and measures performance quarterly, at interim and financial year end through employee discussion and appraisals.
  • Identifies areas of development and draws up action plans to address poor performance
  • Ensures ongoing training and development of employees.
  • Addresses employee relations matter fairly and promptly.

Knowledge and Skills Required:

 

  • Knowledge of BANKSETA Policies and Procedures (i.e. Supply Chain Management Policies and Procedures, Finance Policies and Procedures)
  • BANKSETA Systems (SAGE, MIS)
  • Knowledge of National strategies related to skills development and Skills Development Legislation
  • Knowledge of audit requirements
  • Knowledge of Procurement and Financial processes

 

Required Qualification:

 

  • NQF 7 Qualification in Education, Training and Development or equivalent
  • A minimum of 10 years’ experience in skills development of which 3 years should be in a SETA Environment.
  • Experience in similar position will be an added advantage.
